非疑问句一般是要加的吧，谁的 后面总要有些名词性质的 词，除非像这种，上下文已经给出暗示，但是那是省略，不是不用加，而是省略了（好像我初中老师是这么教的吧）。比如
'It wasn't your fault, John.' — 'Whose, then?'.（省略 fault）
That kind of person likes to spend money, it doesn't matter whose it is.（money）
